Mike Reagan
Mike Reagan is the founder of Optimized Pipeline Solutions, Inc. (OPS), which provides consulting services in pipeline and plant operations, regulatory compliance, due diligence and expert witness. He has over 35 years experience in the operation and management of pipeline and plant facilities. His skills include maximizing profitability of facilities, development and management of regulatory compliance programs, due diligence evaluations of facilities, expert witness services associated with litigation and engineering /project management services.Prior to establishing OPS, Mike was Senior Manager, Pipelines for Union Pacific Resources Company (UPRC) with responsibilities for all areas of pipeline compliance and operational enhancements worldwide. Responsibilities included operational oversight of approximately 9,000 miles of transmission, gathering and hazardous liquid pipelines and terminals in six states domestically, Canada and Guatemala. Tasks included management of regulatory compliance programs, tariffs, and divestiture/acquisition evaluations and due diligence, contract negotiations, project management and operational oversight.
Mike began his career as Plant Chemist for UPRC at its Conroe, Texas plant and was responsible for operational and product quality analysis. Since beginning as Plant Chemist he assumed increasingly responsible positions within UPRC, including Plant Manager at the Carthage, Texas, East Texas Plant Complex. The Complex included three cryogenic natural gas processing plants with a capacity of over 660 MMSCFD, several hundred miles of gathering systems and over 100 miles of NGL pipelines. Following the assignment at Carthage he was South Texas Operations Manager where he managed 500 oil/gas wells, 360 miles of gathering pipelines, a Common Carrier Pipeline System and Terminal and one cryogenic gas processing plant. Mike is experienced in the engineering, operation, facility compliance and management of all aspects of processing plants, gas and liquid pipelines and pipeline terminals.
Mike is an active member of the Gas Processors Association and is a member of the Legislative and Regulatory Affairs Committee (LARAC) and the Pipeline Sub-Committee Number 5.
